Abstract

This research explores the role of the Administrative Prosecution Authority in protecting refugees in Egypt, focusing on the legal framework governing their status under national and international legislation. The study highlights the significance of this role amidst the noticeable increase in the number of refugees due to regional crises, which poses challenges for the Egyptian state in fulfilling its obligations towards refugees and ensuring their protection.

The research emphasizes the role of the Administrative Prosecution Authority as an independent judicial body in combating administrative corruption within entities responsible for refugee affairs, most notably the Permanent Committee for Refugee Affairs, in light of the provisions of the new asylum law draft. It examines the legal mechanisms that contribute to safeguarding refugees' rights and ensuring their access to essential services. It also presents proposals to enhance transparency and integrity in the procedures to ensure effective protection.

The study aims to provide practical recommendations to enhance the role of the Administrative Prosecution Authority by strengthening its ability to actively oversee government institutions dealing with refugees and offering technical and logistical support to ensure the efficient performance of its duties. It emphasizes the necessity of developing operational mechanisms to address emerging challenges and ensuring that responsible institutions adhere to principles of justice and transparency in their dealings with refugees.

Ultimately, the research stresses the importance of coordination among various stakeholders to ensure a legal and humanitarian environment that allows refugees to enjoy their rights with dignity and strengthens international confidence in Egypt’s national system for refugee protection.
