In pursuing the lofty message of realizing administrative justice, the Council of State plays an indispensable role in regulating the relationship between the State on the one hand, vested in its authorities and public utilities, and the citizens on the other. In addition to its advisory and legislative functions, it performs judicial review over State’s administrative acts that violate the rights and freedoms of individuals, rendering the rulings of the Council of State the bulwark of legality and refuge of freedoms and liberties.
